BIR’s Stainless Steel & Special Alloys Committee published its October World Mirror on 12 October 2026. The public summary says most European stainless participants expect a weak fourth quarter and are not upbeat about 2027. For the rest of this year that outlook is expected to cut scrap demand significantly and to pull prices lower. BigMint carried the same Mirror on 14 October.
The Europe note in the same Mirror records a late-September SMR conference in Offenbach. 2026 has been satisfactory for mills so far. The Carbon Border Adjustment Mechanism has been in its definitive period since January, and safeguard measures have applied since July. Order intake improved as imports of finished stainless goods fell. Overall demand, BIR said, has seen little if any growth. The latest decline in nickel prices and continuing imports of stainless slabs add uncertainty to melt decisions. The same note expects stainless scrap demand, and prices, to fall significantly in the fourth quarter.
Italy is described as more resilient than the rest of Europe. Demand there has still been selective and driven by what a mill needs for the next heat. That matches Assofermet’s September note: Italian and other European stainless mills kept purchases limited, with imported billets still due before year-end, and any modest rebound attributed to tighter availability rather than a recovery in melt. See stainless steel scrap for the 304, 316 and Sabot language already used on this site.
Who it affects among yards, traders, mills and processors
European yards that prepare 304 and 316 solids for a local remelter should treat the next stem as a production-cover ticket, not a restock. Name the alloy, the form and the city. Do not write a Q4 price forecast on the offer.
Traders booking India should record the two constraints the Mirror names. The India note puts first-half 2026 stainless scrap imports at about 670,000 tonnes, down 6 percent year on year. Imports of 300-series scrap were about 260,000 tonnes, up 1 percent, with mills still buying that series. Rupee volatility is limiting import interest; buyers are committing on a need-to basis. Domestic scrap is preferred for lead time, price and payment terms. Semi-finished billets have been arriving regularly as a temporary ease on scrap supply. The Commission’s draft waste-shipment list, whose consultation closed on 16 October, has created uncertainty around European scrap availability to India and other non-OECD destinations from May 2027. Indian recyclers and the government are preparing a response and hoping for inclusion on the authorised list. That is a 2027 booking question. See the draft waste-import list.
US melt-shop production rose 4.1 percent year on year in the second quarter, and January–July recycled-stainless exports reached 167,000 tonnes, up 21 percent from a year earlier but still 10 percent below the same period in 2024. West Coast recyclers face high costs to reach eastern mills. That is a US logistics fact. It does not restore a European remelt programme this quarter.
South Korea’s stainless scrap demand was stable in the third quarter. The wider Asian book is described as price-sensitive, with currency moves, raw-material competition and high inventory costs affecting purchases. Superalloy scrap is reported as steady, with good availability; Inconel 718 remains under pressure because supply still exceeds melt demand. Keep a 718 or aerospace-alloy parcel on its own ticket. Do not bag it with 18-8 solids.
Stainless scrap is not a CBAM good under the mechanism in force. A recycled-content claim on the parcel does not change how a remelter will sample nickel and molybdenum. See CBAM and scrap metal.
How to name the lot
Write the alloy the melt already uses: 304 or Sabot for 18-8 solids, 316 if the molybdenum is known, Ultra for turnings, or the mill’s own 18-8 language. See ISRI scrap codes. Say whether the lot is solids, clips or turnings, magnetic 400-series or mixed, the city or works, the quantity, and whether the sale is ex-works or delivered. Do not invent a nickel or molybdenum figure you have not measured. Do not offer a mixed bag as Sabot.
Verified companies can list on live lots or post a wanted enquiry. Request access if you have stainless prepared or a remelt programme to cover.
