On 18 September 2026 Kallanish reported that Italian mills’ imported scrap contracts with European suppliers were flat this month, matching the wider stability seen across Europe. The Kallanish report said demand from Italian long-product mills was solid, with some buyers looking for extra tonnes after the August break. Italian works regularly take a material share of their charge from other EU countries so they do not bid up a fragmented domestic market.

Assofermet’s monthly note, published on 10 September and carried by SteelOrbis, had already described that domestic book. Italian steelworks restarted between 24 August and 7 September with well-stocked scrap yards. First September talks aimed to hold pre-holiday prices. Demand was a little higher than in July, but yard supply and mill inventories limited any lift. July had been weak: high production costs and poor finished-steel sales cut mill buying and, Assofermet said, prices by several tens of euros a tonne, then stretched the August stops.

What the rail works did to deliveries

Kallanish said rail works between Germany, Italy and eastern Europe were still delaying wagons. A German source reported a shortage of train wagons. The Tarvisio corridor on the Austrian frontier had been closed for a month from 20 August. An eastern European seller into Italy had placed only small tonnages in August and September because of those logistics, and expected the position to ease in October once the works ended.

Rete Ferroviaria Italiana had already published the dates. It suspended the Tarvisio–Udine line from 22 August to 20 September 2026 for extraordinary maintenance, including the Thörl-Maglern–Carnia cross-border section. Railmarket recorded limited night freight windows only in the last week, from 14 to 20 September, and a planned shift of freight onto the Brenner axis. The scheduled reopening was 20 September. After that date the commercial issue is the backlog and the wagon position, not a still-closed border.

This Alpine rail constraint is separate from Rhine low water. Wagon supply and the Tarvisio or Brenner path decide how quickly German and east-European HMS scrap and shredded scrap reach northern Italian electric-arc works. Barge draft on the Rhine decides how the same grades move toward Dutch and Belgian ports. Both show up as freight and collection cost on a delivered tonne.

Who it affects among yards, traders, mills and processors

Italian electric-arc longs mills that cover part of their charge with intra-EU rail or truck parcels are still buying, but they are not chasing the book. Assofermet said they came back from the stop with inventory. Kallanish said some still wanted extra volume. A yard in southern Germany, Austria, Slovenia, Hungary or Romania that sells fragmentiser steel or heavy melting grades into Brescia, Udine or other northern works needs a realistic delivery week on the offer, not only a grade name.

Domestic Italian processors face mills that will take imports rather than lift a fragmented local market. That matches Assofermet’s gap between trader hopes and industrial conditions. Export-oriented sellers watching Turkey still have a separate book: Assofermet said Turkish import values recovered by about ten dollars a tonne by the end of August, with a further small gain in early September. Kallanish’s eastern European source expected Italian imported prices to rise moderately in October if that Turkish move holds, and tied the size of any move to finished longs, which the same source said had not performed particularly well in September.

Who buys European scrap still starts with Turkish mills for the seaborne surplus. The Italian imported book is intra-EU feedstock. The two can move together without being the same contract.

What to write on a lot for northern Italy

Name the grade the melt already uses. Italian and other EU works often write E40 for fragmentiser steel, the same idea as shredded or ISRI 211 on export, and E3 or E1 for heavier melting or demolition steel. If the buyer works in ISRI language, write HMS 1&2 80/20 or shredded 211 and say so. Do not invent a copper cap or a thickness you have not measured.

State tonnes, packing, city or load point, and whether the move is rail, truck or a mix. If the cargo was booked around the Tarvisio works, say whether it has already crossed or is still waiting for a wagon. Delivered northern Italy and ex-works Alpine yard are different offers.

Verified companies can place the parcel on live lots or post a wanted enquiry. Request access if you sell into Italian works or buy for a longs programme.
